Technology Minerals – tell me a placing has failed without issuing an RNS to say that a placing has failed

I realise that comrade Jonathan “kiss of death” Swann is up to his eyeballs in Technology Minerals (TM1) and I do not wish to offend him for he is a good, if sometimes misguided, chap. But I have a question regarding the placing at Technology.
